Monitoring works by measuring the same points from the same instrument positions over time, so the important thing in a target is that it stays put and reads consistently. Reflective targets are cheap enough to install in large numbers and to suit shorter sights. Prisms return a stronger signal over distance and for automated total station work.

Fixing method and sight angle matter as much as range. A tilting mount lets a target face the instrument where a flat fixing would leave it reading at an angle.
